Q: It seems that if I have more than two users logged on is laggy as anything. I have 512 MB of RAM, and I do not think it should slow.

Q: Sometimes a registered named ~ appears on my desktop (which I promptly delete). It seems a kind of binary file. I thought it was some sort of virus activity first, but seems to be present on all XP machines (although not desktop) ~ 0.
What is this file? And has appeared on the desktop for someone else?
